What is the Loft insulation offer?

Around a quarter of heat loss occurs through the roof in an uninsulated home.

Energy Action Redhill and Reigate has identified that many homes in Reigate & Banstead do not have the recommended loft insulation of 270 mm and we are on a mission to change this.

In 2024, we ran the Leaky Homes Loft Upgrade project and provided loft insulation to over 80 homes in the Reigate & Banstead area, thanks to funding from UKPN.  This project has now closed.

However, in 2025, we are supporting the Surrey-wide Loft Insulation Offer, being delivered via Zero Carbon Guildford.  Thanks to funding from Surrey County Council they have a very similar offer and can provide up to 6 rolls of free loft insulation to qualifying homes in council tax bands A-D.  (If you are in a higher band they can offer subsidised loft insulation: for council tax bands E-F around £10 per roll; for G-H around £20 per roll)

To qualify you must meet the following criteria:

  • Your home is in Surrey

  • You currently have an average of 100mm or less of loft insulation within your loft

  • You are able to install the additional loft insulation rolls; or you can arrange for someone to install them on your behalf

How do I take part?

You can apply directly to Zero Carbon Guildford using the red button below.  You will need to know the approximate area of your loft, the thickness of your loft insulation and be able to upload a photo of your loft.

If you would like some help collecting this information, you could book a free Energy Survey with Energy Action Redhill and Reigate (using the blue button above).   We can assess the level of your existing loft insulation, the area needed, take a photo and check that your loft is suitable for adding more insulation.   The Energy Champion can also suggest other simple energy-efficiency measures for your home and offer free items from our Smart pack.

If your loft is suitable, and Zero Carbon Guildford approve your application, they will agree a convenient delivery date with you and, if required, request payment. Once you receive your insulation it will be your responsibility to install it.  (They will provide some guidance for self-installation).

Zero Carbon Guildford ask that you send them a photo of the insulation in your loft within 3 months to show that it has been used.  That's it!

FAQs

What type of loft insulation will i receive?

The offer is for Knauf Insulation Super Top Up Loft Roll.  Each roll is 200mm thick and covers around 5.6m².  (6 rolls is sufficient for the average semi-detached).  It is a non-combustible Glass Mineral Wool roll, designed for use in cold lofts.

My home is in a higher council tax band, do i qualify?

Yes - the level of support on offer is based on your Council tax band.  Zero Carbon Guildford can provide up to 6 rolls of insulation as follows:

  • Bands A to D - free of charge

  • Bands E to F - £57 for 6 rolls (£9.50 per roll)

  • Bands G to I - £115 for 6 rolls (£19.16 per roll

This includes delivery costs.  All council tax bands are making savings as the retail price is £27 per roll.  If you are not sure of your Council Tax band you can check it here: https://www.gov.uk/council-tax-bands

I'm not able to install the loft insulation myself, can energy action arrange installation?

Unfortunately at the moment neither EARR nor ZCG can arrange installation of the loft insulation rolls - this will be your responsibility.  We can provide guidance and links to videos on how to fit the insulation.  Can you ask friends or family to help?  If not, then ask around for a recommendation for a Handyperson/Builder or try using a site like CheckaTrade to get some quotes.

Some households may be eligible to receive loft insulation through the Great British Insulation Scheme/ ECO (delivered by other organisations).  If this is the case then you would be able to get the loft insulation installed (although you may still need to clear your loft first).  We can provide advice on how to apply, and if needed, help with any forms.

(Please note that the Great British Insulation Scheme/ ECO are only open to households in Council Tax bands A-D or who are in receipt of benefits.  Even if eligible, some households would be required to make a contribution towards their loft insulation.)
